Noise reduction plans
In case existing or expected effects of various types of noise sources, noise reduction plans are devised to create a programme aimed at systematically mitigating the noise exposure to the population and allow a coordinated implementation of the required measurements. This requires measuring the local noise sources and determining their impact on the neighbourhood.
The noise exposure must occur in "areas" and thus, occur spatially. Point-source, harmful environmental effects (e.g. at an individual residence) are not sufficient.
In accordance with § 47 a of the German Federal Immission Control Act (BImSchG), municipalities must draw up noise reduction plans if noises, which are not only temporary, occur in areas.
Types of noise sources to be measured include:
- Road traffic
- Railway traffic
- Water-borne traffic
- Air traffic
- Commercial and/or industrial installations
- Sports and recreational facilities
